Arizona Gov. Doug Ducey is again encouraging congressional lawmakers to have a plan to replace Obamacare before they repeal it. In a letter, Ducey said it could take three years before a replacement is in place for the Affordable Care Act, according to a report by the Associated Press and KTAR.com. Obamacare provides insurance to 180,000 Arizonans.
