About 33,000 ballots had been cast in Jacksonville’s city elections by Monday, when early voting for mayor, sheriff and City Council seats began at 18 sites across Duval County. But barely one in eight was cast at those sites, though. More than 29,000 were mailed in by people who were out of town, bedridden or otherwise unable to vote in person.
