El Paso Water Utilities isn't the only public agency promoting itself via a TV commercial. The Housing Authority of the City of El Paso, which operates federally funded housing, recently ran a commercial on El Paso TV stations "to educate the community about the RAD program that has begun and will continue for the next few years," said Sergio Enriquez, an agency spokesman.
