Ethics Hotline Shrouded In Secrecy

It has been more than three years since the city of San Diego created an ethics hotline that employees and residents can call to report fraud, waste and abuse at City Hall. But the effectiveness of the hotline is difficult to gauge because the city releases little information about the complaints received and most of the subsequent findings.
