Despite Mayor Jamael Tito Brown's contention that state Auditor Keith Faber's repayment demand is unaffordable, would jeopardize city services and burden citizens, Faber said the repayment terms the state has offered amount to 0.6 of a percent of the city’s total operating budget, and wouldn’t have put the city into fiscal emergency.
