If you've been frustrated trying to buy a home, the tide may be turning. Fannie Mae, Freddie Mac and their regulator the Federal Housing Finance Agency are close to an agreement that would allow them to buy mortgages made to borrowers with less-than-pristine credit and for purchases with as little as 3 percent down, The Wall Street Journal reported.
