FirstEnergy Corp. has been talking quietly to Ohio lawmakers about a plan to have customers pay extra to keep Davis-Besse and Perry nuclear plants profitable. Each plant would receive Zero Emission Credits, recognizing that reactors do not produce carbon dioxide or other combustion emissions. The ZECs would give the company an extra $$300 million a year and raise consumer bills by another 5 percent.
