CEDAR RAPIDS — With mere hours to go before the second highest Cedar River crest hits Cedar Rapids, the measures meant to keep those rising waters in place are holding steady.The river was at 21.81 feet as of 3 a.m. Tuesday, with a projected crest of 23 feet expected at 1 p.m.
