Expect congested Southeast Texas roadways with an uptick in distracted drivers in the coming weeks as construction crews and flood victims continue Harvey recovery efforts, officials said. Post-storm population redistribution has created irregular traffic patterns, made worse by crews repairing damage and cleaning debris from neighborhood side streets. Now that emergency response has slowed, the Texas Department of Transportation can turn some of its attention back to its schedule before Harvey's unexpected arrival last month. "I have been so busy with Harvey damage I haven't even been able to really check on our other projects," said local TxDOT spokeswoman Sarah Dupre said.
