Delays caused by Tropical Storm Harvey will push back the completion date for the Purple Heart Memorial Bridge on Interstate 10 over the Neches River until late spring or early summer of 2018, officials said. Harvey didn't cause any physical damage to equipment or the construction site, but water that pooled on both ends of the bridge delayed restarting work, said Sarah Dupre with the Texas Department of Transportation said.
