ATLANTA — How to fund transportation suddenly becomes a question for the state Senate after the House passed a complicated measure Thursday designed to add at least $700 million to $1 billion to the annual road budget. The House voted 123-46 for House Bill 170 that converts state and local sales taxes on gasoline and diesel to a per-gallon excise tax which will automatically increase with inflation and improved gas mileage.
