The festival, now in its 71st year, will take place at 6:30 p.m. at University of Charleston Stadium at Laidley Field. Those who come out to watch the bands from all eight county high schools can expect relatively clear skies and a slight breeze throughout the evening, she said. "It's a good night to have it," Casey said.
