Gov. Kate Brown on Monday said 50 members of the National Guard will augment law enforcement's response to protests in Portland but stressed they won't make arrests. "They will not be on the front lines, making arrests or doing crowd control. They will only be acting as support personnel behind the scenes," Brown said in an afternoon briefing.
