Horn, Bice Battle In A Competitive District

Kendra’s Horn upset victory over incumbent Republican Steve Russell in 2018 prompted numerous assertions that she was the first Democrat to hold the 5th District congressional seat since the 1970s. Though technically correct, the claim ignores the fact that the 5th District of the past 20 years bears little resemblance to the one of the 1980s and 1990s, when it was drawn to isolate Republican voters from Edmond to the Kansas line and excluded the core of Oklahoma City. Now, though the district has a plurality of registered Republicans, the historically Democratic neighborhoods of Oklahoma County are within the boundaries, downtown development has created new pockets of progressives and legislative seats long held by Republicans have flipped to Democrats.
