HPD alleges Davis tried to use the dog to block the arrest. KPRC reported that "Davis is accused of picking up the dog, with only two feet touching the ground and ordering the dog to attack the police officer." Similarly, Fox 26 reported Davis held the dog by the collar and tried to agitate her into attacking police. But HPD officer Ken Fregia, who was present with his partner during the foot chase, told KHOU "the suspect had the dog in his arms and when my partner made the corner, he pitched the dog in the officer's direction."
