SARATOGA SPRINGS – Opponents to the permanent Code Blue shelter on Walworth Street won a lawsuit against the city's zoning board of appeals, which thwarted residents' attempt to appeal plans for the shelter's construction.Supreme Court Justice Robert J. Chauvin ruled on Oct. 25 that the zoning board of appeals' refusal to review the project "was arbitrary and capricious and not in accordance with either the provisions of Saratoga Springs City Zoning Ordinance nor the provisions of the General City Law."
