GOSHEN – A state Supreme Court judge has ruled that the developers of a proposed power plant and the Wawayanda Planning Board must answer questions raised by residents in a lawsuit filed by project opponents.CPV Valley, a $900 million natural gas-fired power generating plant proposed on a 122-acre plot bounded by state routes 6 and 17M and Interstate 84, was initially proposed in 2008 and has gone through a lengthy planning approval process, as well as state permitting.
