Troy Despite an attorney's attempts to force a trial for a mentally disabled man, a judge has ruled that the man is incompetent. Xavier Parker, 19, will not be tried for manslaughter in the stabbing death of Donald Gooding last March in Gooding's South Troy apartment. Last week, Judge Andrew Ceresia signed an order transferring Parker from the county jail, where he has been for almost a year, to a secure mental facility.
