Loopholes Found In Pay-to-play Law

Orange County's pay-to-play law has sprung a few leaks in its first year and a half.The law, approved by the county Legislature in a 20-1 vote in 2013, was intended to bolster trust in county government by limiting the amount of money companies could pump into the county executive's campaign account if they hold or are seeking county contracts.
