PORTLAND — A Maine government survey says the average statewide cash price for heating oil dropped 3 cents in the past week. The Governor’s Energy Office says the average price on Nov. 24 was $3.03. The average kerosene price of $3.62 was the same as the previous week. Propane prices declined one cent to $2.82.
