Cops have arrested and charged a suspect in connection with the fatal stray-bullet shooting of a Harlem man walking his pooch, authorities said Tuesday. Ozjheir McClain, 19, threatened to shoot an unidentified 26-year-old male with a rifle around 2:20 a.m. June 10 near the corner of Amsterdam Avenue and 146th Street, cops said.
