RICHMOND — Gov. Terry McAuliffe announced on Friday that he will amend the General Assembly’s ethics bills in a bid to rein in gift-giving in a Capitol long used to unlimited freebies.McAuliffe (D) said he will close several loopholes in the legislation, including one that would allow public officials to accept an unlimited succession of gifts from someone as long as each individual gift was worth $100 or less.
