STOCKTON — Councilwoman Kathy Miller has chosen real-estate appraiser Kim Tutt to be the District 2 representative on the Stockton Planning Commission.According to his resume, Tutt received a bachelor’s degree in public administration from the University of Southern California in 1975 and has a 30-plus year resume working in Stockton real-estate jobs.Tutt’s appointment is expected to be ratified by the full council Tuesday night.
