Seattle Mayor Ed Murray quoted Franklin D. Roosevelt on “bold, persistent experimentation” in his first budget speech Monday, as he outlined plans for a bigger, intervention-minded Seattle government that will reach into just about every area of city life. Dreaming big dreams while trying to keep his feet on the ground, Murray promised to “deliver the basics as efficiently as possible,” from better use of data to track city programs to a bigger Seattle Police Department with more cops on the street.
