CITY OF NEWBURGH – A Newburgh councilman is backing the abolishment of the city’s Civil Service Commission and joining with other members of the Council in calling for the filling of a part-time human-resources position that was added to this year’s budget.Councilman Torrance Harvey says Newburgh should cede its civil service needs to Orange County.
