Red Cross bussed more than 250 people over the weekend from NRG Center to a new emergency shelter in an empty department store at Greenspoint Mall, almost a month after Hurricane Harvey forced thousands from their homes. On Sunday, scores of storm victims with orange wristbands wandered through the cot-lined halls of what was once a Macy's store in a languishing mall near I-45 and Beltway 8.
