New Haven Police: Two Men Arrested, Cocaine Cocktail Mixture Seized

NEW HAVEN >> Two city men are in custody after police officers approached an idling car on Exchange Street Tuesday night and allegedly found a bag containing a mixture of cocaine, fentanyl and PCP in the vehicle.Johnny Serrano, 29, of Maltby Place, and Luiz Ortiz, 28, of West Street, were both charged with possession of less than half an ounce of marijuana, possession of a controlled substance, possession of a controlled substance within 1,500 feet of a school, possession with intent to sell, possession with intent to sell within 1,500 feet of a school, according to police.
