CITY OF NEWBURGH - After more than four years as city manager in Newburgh, Michael Ciaravino will step down at the end of the year.Ciaravino announced his resignation Sunday in a letter addressed to Mayor Torrance Harvey, city council and city staff. He said he is resigning to seek other career opportunities.
