Mexico has launched a war against drugs but it cannot rely on the institutions most needed to carry it out.

An "insatiable" appetite in the United States for illegal drugs is to blame for much of the violence ripping through Mexico, U.S. Secretary of State Hillary Clinton said on Wednesday.

Drug related violence has gotten so bad that the U.S. State Department recently issued a travel alert for Mexico. But, as Seth Doane reports, that's not stopping tens of thousands of American college students heading south for spring break.
