PLAINS TWP. — The closure of a busy North Cross Valley Expressway exit ramp bridge is being delayed by 11 days. The Exit 3 off-ramp to River Street in Plains Twp. was slated to close Thursday but instead will close May 21 at 9 a.m., according to Michael T
