Federal authorities say a man charged with killing a woman and raping her 10-year-old daughter after a carjacking at a New York mall last week was able to remove and reassemble his court-ordered electronic monitoring bracelet within a minute before carrying out the attacks. Authorities say he removed and reassembled the bracelet so quickly that it may have prompted what appeared to be a false alarm or the alarm may have gone undetected for hours.
