The Oaks Historic District neighborhood association will oppose a proposed tax-credit apartment development planned for 11th Street, citing the possible impact on home values in Old Town. The property that the Oaks District opposes is called The Bristol, which would offer 120 rental apartments, 96 of them for low-income residents and 24 at market rate. Itex is pursuing a project in China called The Carlyle, which led to a meltdown of city government there, with the mayor ousted by voters and council members stepping down afterward. Gordon Anderson, spokesman for the Texas Department of Housing and Community Affairs, said the top criterion for a successful tax-credit application is financial feasibility.
