A bill that would change oil and gas regulations by prioritizing public health and safety and clarifying communities’ role in overseeing development is headed to the full Colorado House after a committee passed it Wednesday morning. The House Appropriations Committee voted 7-4 for Senate Bill 19-181. As in the Senate, the bill was passed on a party-line vote — Democrats for it and Republicans opposed. The bill by House Speaker KC Becker and Senate Majority Leader Steve Fenberg continues its advance through the Democratic-controlled legislature amid vocal opposition. Oil and gas trade groups and some business organizations and local elected officials have called on lawmakers to slow down the bill and give people more time to weigh in.
