Philly Employers Are Leery About Asking Applicants About Their Wage History

The ordinance is meant to protect against wage discrimination, but it puts "a stranglehold on small business owners trying to determine what constitutes a competitive offer" in a tight job market, one analyst said. Yet many employers avoid the question, preferring to consult other sources.
