By David Gutman Phyllis Rutledge, a member of the state House of Delegates, the first woman elected Kanawha County Circuit Clerk and a longtime force in local politics, died on Friday. She was 83.Rutledge, a Democrat, represented Kanawha County in the House of Delegates from 1968 to 1974 and again from 1988 to 1994.
