Police have arrested a homeless man they said repeatedly made prank calls to 911 while moaning into the phone. Miller Abrams, 30, was booked into the Columbia County jail Wednesday on a charge of unlawful conduct during a 911 call after deputies found him with the cell phone used in the pranks.
