PROVIDENCE, R.I. -- A subcommittee of the City Council voted Wednesday to recommend to the full council that developer Jason Fane be denied a zoning change that would have allowed him to build the 46-story Hope Point Tower in downtown. The decision by the Ordinance Committee came after two hours of testimony at City Hall on Wednesday night.
