LEVELLAND — Only a handful of people objected to a proposed rule change that would require farmers to track and limit their water use. At least 75 people turned out for a public hearing to discuss the High Plains Underground Water District’s controversial Rule 5, which led to the board’s turnover over the past two years. This week’s meeting in Levelland was the first of two public hearings.
