CEDAR RAPIDS — If it seems like the commute to work down Interstate 380 is getting more fierce, there could be some truth to that.A new report shows congestion on Iowa’s urban interstates and freeways is increasing. During peak traffic hours 40.39 percent of lane miles experience congestion, up from 35.99 percent in 2009, according to the 21st Highway Report by Reason Foundation, a Los Angeles-based advocacy group for libertarian principles.Congestion is one factor considered in the Highway Report.
