Resident: Did Lower Merion Police Profile Snow Shovelers?

Two snow shovelers stopped and questioned by police Tuesday in Lower Merion, apparently because they lacked permits to solicit work, has led to a township investigation and outrage from a community that fears the boys were stopped because they are black.
