U.S. Rep. Phil Roe on Thursday expressed frustration with the $1.3 trillion omnibus appropriations bill but said he would vote for it. “I have to clothespin my nose to do it, it’s not the way to govern … the process is awful,” Roe, R-Tenn., said of the bill in a conference call with reporters. The 2,232-page bill released just before 8 p.m.
