NARRAGANSETT — Sidney Smith’s day was getting worse.The captain of the Merit, out of Greenport, on Long Island, was on his third day out fishing for scup on Wednesday as a storm came up the coast. He planned on tying up for the night at a berth he rents in Newport, but a chain broke while they were hauling in the net.
