The Port Arthur Police Department is facing its second whistleblower suit in less than a month related to a February affidavit that led to an investigation of five officers. Deputy Chief Raymond Clark, who retired in February, the day before the department announced the investigation, claims he was forced out of the department in retaliation for reporting wrongdoing to the Jefferson County District Attorney.
