PROVIDENCE, R.I. — The Rhode Island Senate on Wednesday passed legislation banning the use and sale of powdered alcohol in the state. Powdered alcohol is a “molecularly encapsulated” substance, that when mixed with water makes an alcoholic drink. It can be taken in capsule form, mixed with water, or inhaled as a mist. Sen.
