A law that became the Child Victims Act in New York was in the works for about 13 years but the #MeToo movement was just what the state needed to finally see it pass, said attorney Florina Altshiler. “It was not a new thing that (officials) started working on this year; it was legislation that kept failing for the 13-year period.
