Royal Dutch Shell has given the federal government a new plan for 2015 drilling in Arctic waters, two years after multiple pratfalls and violations of federal regulations brought an ignominious halt to its operations in Alaska’s Chukchi Sea. The Kulluk, Shell’s conical oil drilling unit, broke loose from tow lines and ran aground on Alaska’s Sitkalidak Island.
