PROVIDENCE, R.I. -- An early morning storm snarled rush-hour traffic Thursday morning, according to the Rhode Island state police.State police spokeswoman Laura Meade Kirk said the snow began around 3:30 a.m. as expected. By 9:30, it had stopped in Providence.By then, state police reported that 15 minor car accidents had occurred with no serious injuries reported.
