The Florida State Commission on Ethics voted 6-1 to adopt the recommendation that Flagler County Sheriff Jim Manfre violated three ethics laws.The vote came Friday morning "after discussion and debate," during a hearing in Tallahassee, said commission spokeswoman Kerrie Stillman.Manfre announced he will have a media conference at 1 p.m.
