AUSTIN - The state is planning to contract with a private organization to manage foster care in Bexar County, a move advocates say will better serve kids but that critics warn will outsource decisions Child Protective Services should be making. Bexar County is set to be the third area statewide to get the new "community-based care" model, approved by the Legislature this year as a way to reform the embattled foster care system. In the new approach, state workers will continue investigating claims of abuse and neglect.
