STOW: For nearly three weeks last year, they stood like whimsical and scary sentinels outside City Hall.Now the city wants them back.Entries are being accepted for the third annual Scarecrows on the Plaza contest.Last year, 15 scarecrows were submitted, with judges naming the three most clever creations.“I had seen this done in a community years ago,” said Stow recreation supervisor Kathy McConnell, who was looking for a way to replace the holiday window decorating contest that used to take place at Stow-Kent Plaza.
